Statement of Existence
Colored Hemisphere, LLC is a for profit organization that provides equity-based consultation services to improve the quality of service administered by proposed legislation, programs, or community service institution(s) designed to improve the quality of life for disenfranchised communities of color.
Purpose & Powers
Each service is tailored to suit the needs of the client or program that is being administered by Colored Hemisphere, LLC. Each service is designed to promote an equitable quality of life for disenfranchised communities with focus on BIPOC populations, members of the LGBTQIA+ community, as well as non-abled bodied persons and people of various disabilities.
Equity Promise & Contribution
A percentage of the earnings and donations (contributions) received for providing equity-based consultation services will be used to administer the following equity based communal support services designed to promote the existence of disenfranchised communities of color

MEET THE FOUNDER
Shelby Michelle Williams, MPA
Founder/CEO
Shelby M. Williams, M.P.A has +6 years’ experience in obtaining qualitative and quantitative data on and from underrepresented populations using electronic databases who possesses a strong civic rapport in community organizing, campaign management, canvassing, and administration.
Williams works as a marketing strategist, advocacy coach, lobbyist, grant writer, campaign manager, and advisory member in various policy initiatives designed to connect community-service organizations, non-profits, and agencies with disenfranchised residents. Coupled with experience performing state-wide outreach and engagement with elected officials, policy makers, and key stakeholders to support legislative policies that promote accessibility to resources and economic opportunity for disenfranchised communities.
Williams obtained her B.A in Political Science from Central Connecticut State University and her Master's in Public Administration from University of Connecticut's School of Public Policy. In her free time Williams enjoys performing stand up comedy, long distance running, and pole dancing.
Case Study#1
Between January 1 and June 30th of 2021, Founder Shelby Williams (Consultant) served as an Outreach and Engagement Manager and Lobbyist for the Hartford Flavor Campaign to end the Sale of Flavored Tobacco products. Consultant prioritized marketing the campaign as a policy orientated advocacy platform to organize residents, students, community leaders, elected officials, and businesses as well as community-service institutions to provide testimony and advocate for public health policy which would protect disenfranchised communities of color from being susceptible to contracting COVID-19.
The campaign became a platform for providing residents with COVID-19 relief, advocacy and organizing training, civic engagement resources, professional development opportunities, youth empowerment and mentorship, as well as a communal network of over 10 organizations collaborating under the same goals and vision to promote communal livability and safety for BIPOC families and youth.
Case Study#2
Between June through October of 2022, Connecticut Children’s Hospital, the city of Hartford, and the North Hartford Ascend Pipeline have administered a market research analysis strategy designed to connect residents of the North Hartford Promise Zone with programs improving quality of life in school, health, and opportunity.
Colored Hemisphere, LLC in collaboration with partners of the North Hartford Ascend Pipeline have administrated a comprehensive market analysis strategy collecting communal feedback relating to education, child health services, family support, child welfare, child & family legal services, and neighborhood health and safety.
Case Study#3
Currently, Colored Hemisphere is proudly serving 8+ organizations, non-profits, churches, grassroot organizations, youth groups, and communal groups providing grant writing support services and economic development consultation.
Colored Hemisphere, LLC is partnered with community-based organizations to promote successful implementation and sustainability of programs and services offered by organizations. Partnered organizations are based across the state of CT serving BIPOC communities in Waterbury, Hartford, Hamden, New Britain, and New Haven.
